The 2012 Olympic surveillance legacy

The Olympic and Paralympic Games are one of the most prestigious events in the world and in 2012 all eyes will be on London. The well published post – 2012 Games legacy includes world class sports facilities, a woodland park, new homes, shops and restaurants. What isn’t clear is what will happen to the high level security measures that will be left behind after the Games.

Criminologist Dr Pete Fussey believes that there will be a significant use of surveillance during the games, such as fixed and mobile video cameras. In addition, new structures such as bollards and barriers are being introduced to aid security which will have an impact on the urban environment.

Dr Fussey will talk about these issues and invite public discussion at the first of three events on the Olympics to be held during the Economic and Social Research Council’s (ESRC) Festival of Social Science 2011. He believes that there is an important debate to be had about the impact that increased surveillance and security measures could have on the communities of East London once the games have finished.

“Given the amount of terrorist threats on recent large sporting events, security requirements have become increasingly central to Olympic planning. This has led to the construction of a range of highly equipped units monitored by a range of surveillance technologies. This in turn, raises questions of what will become of these spaces once the Games are finished and the site is transformed into urban parkland,” said Dr Fussey. “Further questions exist over the revival and renewal of the area, which could be seen as upsetting the traditional urban balance.”

As an expert in security and counter-terrorism, Dr Fussey believes that these issues of the legacy of the Olympics need to be more widely debated. “For example during the Seoul and Tokyo Olympics, private security guards were seen for the first time in those countries and they remained once the Olympics had gone. This sort of thing raises questions about what is needed to police a global event and what happens afterwards. How many of these security measures will remain in place and what impact will they have on these communities long after the Olympics has ended?”

The talk is the first of three given by Essex University experts on aspects of the Olympics on successive evenings. Psychologist, Dr Dominic Mickelwright will talk about how Olympic athletes achieve feats of exceptional performance, and Dr Marjana Johansson, a lecturer in management, will discuss the Olympics as a global brand, and the association of the games with other global brands.

UN council elections head into extra rounds (AP)

UNITED NATIONS ? Pakistan, Morocco, Guatemala, and Togo were elected to two-year Security Council terms on Friday, but the balloting for the fifth seat went into extra rounds after U.N. members failed to give a majority to one of two remaining candidates for the East European seat.

Balloting went into a fifth round late Friday afternoon after the previous tally showed 98 votes for Slovenia and 93 for Azerbaijan. Hungary, which also had been a candidate for the sole East Europe slot, was earlier knocked out of the running due to a low vote count.

U.N. General Assembly members elected Pakistan, Morocco and Guatemala in the first round when it gave each the two-thirds majority it needed to join the United Nations’ most powerful body. Togo was elected in the third round.

The new members will assume their posts on Jan. 1 and serve through the end of 2013.

Security Council seats are highly coveted because they give countries a strong voice in matters dealing with international peace and security.

“We are honored and privileged to join such an esteemed body and look forward to the positive contributions we will make to its work in maintaining and promoting international peace and security,” said Togo President Faure Gnassingbe, who traveled to New York for the vote.

The new makeup puts Pakistan on the council alongside its regional rival India, which like Colombia, Germany, Portugal and South Africa is serving a two-year term that wraps up at the end of 2012. They’ll also serve with the five permanent, veto-wielding members: China, France, Russia, Britain and the United States.

“We had a very tough fight,” Pakistani Ambassador Abdullah Hussain Haroon said. “Hopefully we will be working well with all of the other council members, especially India.”

Because Guatemala has never recognized a Palestinian state, the new council may also be less inclined to support the Palestinians’ request for U.N. membership in the unlikely chance the bid carries into the new year. Palestinian diplomats said this week they are trying to muster support for a Nov. 11 vote.

The only certain winner going into Friday’s election was Guatemala, which ran unopposed for the sole seat for Latin America and the Caribbean. Two seats for Africa, one for Asia and one for Eastern Europe were all contested.

The five new members replace Bosnia and Herzegovina, Brazil, Gabon, Lebanon and Nigeria.

Because ballots are secret, multiple rounds of votes are common in Security Council elections. In 2007, a runoff between Guatemala and Venezuela went 47 rounds before Panama was finally offered, and accepted, as the Latin America candidate.

U.N. says new Israel settlement plans “unacceptable” (Reuters)

UNITED NATIONS (Reuters) ? U.N. Secretary-General Ban Ki-moon criticized Israel on Friday over reports that it plans to build 2,600 more housing units in East Jerusalem, saying further settlement activity was “unacceptable.”

“The Secretary-General is deeply concerned at continued efforts to advance planning for new Israeli settlements in occupied East Jerusalem,” Ban’s press office said in a statement.

“Recent developments in this regard have been unacceptable, particularly as efforts are ongoing to resume (Israeli-Palestinian) negotiations, and run contrary to the Quartet’s call on the parties to refrain from provocations,” it said.

The Peace Now anti-settlement group said on Friday that Israel planned to build the housing units in a new urban settlement in East Jerusalem, angering Palestinians who want a halt to all such projects before they return to peace talks.

The “Quartet” of Middle East peace negotiators — the United States, Russia, the European Union and United Nations — has urged Israel and the Palestinians to avoid provocative actions and urged them to resume stalled peace negotiations.

The Peace Now group said the settlement plan was approved earlier this week by an Israeli municipal committee, which had given the go-ahead for construction on the site that lies on land seized by Israel in the 1967 Middle East war.

There was no immediate comment from the municipal committee on the report, but the Palestinians said they believed the news was accurate.

“The Secretary-General reiterates that settlement activity in East Jerusalem and the remainder of the West Bank is contrary to international law,” the U.N. statement said, adding such activity “must cease.”

The reports about a new settlement plan come as the Palestinians attempt to secure U.N. recognition of a sovereign Palestinian state in the West Bank and Gaza Strip, with East Jerusalem as its capital, along with full membership in the United Nations.

The Palestinian U.N. bid has infuriated Israel, which says it is an attempt to delegitimize it. Israel’s ally the United States has said it was prepared to veto the Palestinian U.N. application, which is currently being assessed by a U.N. Security Council committee.

If the Palestinian application to join the United Nations comes to a vote in the full Security Council, the United States has the power to veto it due to its status as a permanent member of the 15-nation panel.

The Security Council committee is expected to report back to the full council next week about progress it has made assessing the Palestinian U.N. application.

Diplomats on the committee, which includes all council members, say privately that little progress has been made in assessing the Palestinian request to join the world body.
